Increases the maximum total mileage for the state aid road system from 15,000 miles to 20,000 miles, with the system expanding in 1,000-mile increments after the initial 5,000-mile establishment.

Raises the aggregate cost limit for county judge bids on state aid road work from $200,000 to $500,000 when performed by county forces in accordance with established procedures.

Allows counties to use up to 25% of their State Aid Road Fund allotment for pavement preservation methods including resealing and micro surfacing, changing the language from "not more than" to "may be used."

Clarifies that funds spent on pavement preservation projects under the 25% allowance are exempt from the requirement that all other projects must culminate in paved hard-surfaced roads.
