Reappropriates $6,291,616 effective July 1, 2023, for the Booneville Human Development Center residential housing plan, including demolition, construction, replacement, renovation, and upgrade of facilities.

Reappropriates $15,000,000 effective July 1, 2023, for continued implementation of master plans at each Human Development Center, including demolition, construction, replacement, upgrade, and addition of facilities.

Reappropriates $6,000,000 effective July 1, 2023, for construction of new medical facilities at all five Human Development Centers in accordance with their respective master plans.

Requires compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and fiscal control regulations in disbursement of funds.

Declares an emergency effective July 1, 2023, citing constitutional restrictions on multi-year appropriations and the essential nature of these operations.
