Reappropriates $11,975,000 from the Arkansas Natural and Cultural Resources Grant and Trust Fund for grants related to acquisition, management, stewardship, or preservation of state-owned lands, historic sites, buildings, structures, or objects, effective July 1, 2023.

Reappropriates $435,000 for maintenance and replacement of Field Turf at War Memorial Stadium, effective July 1, 2023.

Reappropriates $42,500 for maintenance, renovation, equipping, construction, acquisition, improvement, upgrade and repair of the Southwest Concourse Restrooms at War Memorial Stadium, effective July 1, 2023.

Requires all disbursements to comply with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and fiscal control regulations from the Department of Finance and Administration.

Declares an emergency effective July 1, 2023, citing the State Constitution's one-year appropriation limit and the essential need for immediate agency operations.
