Amends Arkansas Code § 6-53-301(a)(1)(E) to change the official name of "South Arkansas Community College" to "South Arkansas College" within the Arkansas Technical and Community College System.

Updates all references to the institution throughout state statutes, including the "South Arkansas Community College Fund" designation in Arkansas Code § 19-5-303(s) and procurement authority references in Arkansas Code § 19-11-220(a)(33).

Declares an emergency to expedite the name change process with state and federal agencies and businesses, making the act effective on July 1, 2023.

Maintains the college's location in El Dorado and preserves all existing fund purposes for maintenance, operation, and improvement of the institution.
