Requires the Arkansas Racing Commission to mandate service industry licenses for persons or entities that sell, supply, repair, or provide services related to casino gaming devices and operations.

Service industry licenses are required for entities that manufacture or supply casino gaming equipment, conduct over $150,000 in business with a franchise holder or casino licensee, or provide maintenance, management, or operational services to casinos.

Mandates fingerprinting and background checks for all license applicants, including statewide criminal and noncriminal checks through Arkansas State Police and a national criminal history record check through the Federal Bureau of Investigation.

Requires applicants to sign a release authorizing fingerprint forwarding to federal authorities and disclosure of background check results to the Racing Commission.

Makes it a Class A misdemeanor to knowingly make a false statement on a license application under this section.
