Appropriates $212,070,000 to the Department of Public Safety - State Crime Laboratory from the Development and Enhancement Fund for the Arkansas State Crime Laboratory Facility Project.

Allows the Department to accept and use grants, donations, Federal funds, and unobligated cash income to supplement State Treasury funds for project financing.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Directs that funds be disbursed in compliance with stated reasons for the act as evidenced by budget manuals, letters, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency effective July 1, 2023, citing the Arkansas Constitution's one-year appropriations limit and the need for immediate agency operation.
