Appropriates $6,010,000 in State Treasury cash funds to the Department of Corrections - Division of Community Correction for nine capital improvement projects at various facilities.

Funds allocated include: $1.3 million for elevators at SWACCC, $3.5 million for roof project at SWACCC, $350,000 for parking lot repair at NECCC, and $100,000 for camera system upgrades at NWACCC, among other facility improvements.

Permits institutions to supplement State Treasury funds with grants, donations, Federal funds, and unobligated cash income to finance project costs.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws.

Declares an emergency effective July 1, 2023, to ensure immediate operation of agency programs and prevent harm to essential governmental functions.
