Appropriates $750,000 to the Department of Parks, Heritage, and Tourism - Division of Heritage from the Arkansas Division of Heritage Special Fund Account for special maintenance projects.

Prohibits contracts or obligations from exceeding available State Treasury funds, but allows institutions to supplement appropriations with grants, donations, Federal funds, and unobligated cash income.

Restricts use of appropriated funds to stated purposes only, with existing Maintenance and General Operations funds remaining separate and unavailable for these capital improvement projects.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Declares an emergency effective July 1, 2023, due to constitutional restrictions on appropriations exceeding one year and the need for immediate agency operations.
