Appropriates $6,000,000 to the Department of Agriculture - Arkansas Natural Resources Commission from the Development and Enhancement Fund for water quality best management practices in the Illinois River Watershed for fiscal year ending June 30, 2024.

Authorizes recipient agencies to accept and use grants, donations, and Federal funds to supplement State Treasury funds for project costs, but prohibits use of Maintenance and General Operations appropriations for this purpose.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws and Department of Finance and Administration regulations.

Directs that funds be disbursed in compliance with Agency Requests, Executive Recommendations, and Legislative Recommendations contained in Department of Finance and Administration budget manuals and official Arkansas Legislative Council or Joint Budget Committee minutes.

Declares an emergency effective July 1, 2023, citing the state constitutional prohibition on appropriations exceeding one year and the essential need for immediate agency operation.
