Amends Arkansas Code § 7-5-418(b)(5) to establish procedures for early voting polling sites that transfer equipment between locations during the early voting period

Requires ballots cast using a tabulator to be secured at a central location before or contemporaneously with tabulator transportation between early voting sites

Mandates that tabulator-cast ballots be removed to storage in a container designed to be secured with a number seal while preventing election officials from observing ballot contents

Requires ballots cast using a marking device and ballot box to be deposited in a separate numbered-seal secured ballot box for each polling location utilized

Specifies that marking device ballots must be secured at the central location before or contemporaneously with transportation of other voting equipment between early voting locations
