Establishes the Voter Registration and Secure Voter Records Act of 2023 to enhance security and accuracy of Arkansas voter registration systems.

Requires the Secretary of State to cooperate with other states to compare voter registration lists, prevent duplicate registrations, and identify ineligible voters using Social Security Administration death records and citizenship verification services.

Mandates voter registration forms collected by third-party organizations include notices that applications may not arrive before the 30-day deadline and inform applicants how to verify receipt by the Secretary of State.

Requires the State Board of Election Commissioners to audit voter registration data annually by December 31 and publish results publicly on their website.

Adds citizenship status as a registration requirement and eligibility criterion, and allows state entities authorized by the General Assembly to investigate possible voter fraud.
