The Administrative Office of the Courts shall develop a statewide integrated system for all circuit courts, district courts, court clerks, law enforcement agencies, and defendants to assess and collect fines, penalties, fees, costs, and restitution.

The system shall be available to law enforcement agencies, courts, court clerks, defendants, victims, and the public.

The system shall provide alerts when defendant failure to pay reaches a predetermined amount, enable online payments, generate payment receipts, allow wage garnishment when mandated by courts, and collect proceeds from state income tax refunds, legal settlements, lottery winnings, and state-forfeited property.

Proceeds collected from income tax refunds, settlements, lottery winnings, and forfeited property shall be applied first to restitution owed and then to fines, penalties, fees, and costs.

The Administrative Office of the Courts shall assist circuit and district courts in assessing, collecting, and reporting revenue from fines, penalties, fees, costs, and restitution.
