Amends Arkansas Constitution, Article 19, § 14 to allow lottery proceeds to fund scholarships and grants for students enrolled in vocational-technical schools and technical institutes, in addition to traditional two-year and four-year colleges and universities.

Modifies the definition of "approved institution of higher education" across multiple scholarship programs (Academic Challenge, Workforce Challenge, and Concurrent Challenge) to include public and private vocational-technical schools and technical institutes.

Allows approved institutions of higher education to enter into agreements with technical institutes to enable students to take courses at those institutions.

Includes legislative findings asserting that the General Assembly may amend constitutional amendments with a two-thirds vote under Arkansas Constitution, Article 5, § 1, and expresses belief the state Supreme Court will overturn prior precedent (Edgmon) on this issue.
