Changes the Code Revisor employment process so the Director of the Bureau of Legislative Research must discuss termination reasons with the Arkansas Code Revision Commission rather than seeking advance approval before employing or terminating a Code Revisor.

Makes the Director's consultation with the Commission concerning Code Revisor duties and responsibilities discretionary ("may consult") rather than mandatory ("shall seek advice").

Removes the Commission's entitlement to interview applicants for the Code Revisor position but adds a requirement that termination meetings be closed to the public under the Freedom of Information Act.

Reorganizes and renumbers subsections of Arkansas Code § 1-2-303 concerning the Commission's powers and duties without substantive changes to codification standards and procedures.

Declares an emergency effective upon Governor approval due to the imminent retirement of the current Code Revisor and the need to fill the position before the 94th General Assembly's laws are codified.
