Creates the "Equal Access to College and Career Readiness Assessments Act" as a new subchapter of Arkansas Code Title 6, Chapter 15

Prohibits public schools serving as test sites from impeding student registration or access based on enrollment status, imposing additional fees based on enrollment status, or denying financial assistance based on enrollment status

Requires public schools serving as test sites to provide appropriate accommodations for students with verifiable physical or learning disabilities regardless of enrollment status, as approved by the assessment organization

Defines "college and career readiness assessment" to include nationally recognized norm-referenced tests administered outside regular class times (such as ACT, SAT, and Advanced Placement tests) but excludes state or federal proficiency assessments and ordinary classroom tests

Establishes legislative findings that college and career readiness assessments are vital for scholarship eligibility and postsecondary access, and clarifies that students may access these assessments at public school test sites regardless of whether they are enrolled at that school or district
