Restricts judicial appeals of Board of Review decisions to parties who have been adversely affected and suffered a pecuniary loss, and clarifies filing procedures including postmark requirements and deadline extensions for weekends and holidays.

Clarifies that overpayments resulting from appeal reversals are not considered errors by the Division of Workforce Services for purposes of recovery exemptions.

Declares an emergency due to widespread unemployment insurance fraud perpetrated by criminal enterprises, making the act effective immediately upon gubernatorial approval.
