AR HB1442

Transfers the Child Abuse Hotline from the Department of Public Safety to the Department of Human Services between July 1, 2023 and December 31, 2023, including all associated statutory authority, powers, duties, functions, records, personnel, property, and contracts.

Abolishes the Crimes Against Children Division of the Division of Arkansas State Police and transfers all civil child maltreatment investigation duties to the Department of Human Services between July 1, 2025 and December 31, 2025.

Requires the Secretary of the Department of Human Services to provide written notice to specified state officials of the dates when transfers are initiated and completed.

Amends multiple statutes to reflect the transfer of the Child Abuse Hotline from the Division of Arkansas State Police to the Department of Human Services, with some amendments effective upon completion of the transfer and others effective December 31, 2025.

Declares an emergency effective July 1, 2023 to ensure the Child Abuse Hotline continues vital services without funding disruption during the transfer and to align with appropriation bills of both departments.
