Amends permanent and semipermanent cosmetics education requirements to change "supervised instructor" to "sponsor educator" in the 600 clock hour training program for artists.

Repeals three definitions in HVACR licensing law: "Board" (HVACR Licensing Board), "Department" (Department of Health), and "Director" (Director of Department of Health).

Corrects agency name references in HVACR licensure sections from "Department of Health" to "Department of Labor and Licensing" in application requirements and worker registration provisions.

Amends the definition of "physician assistant" to designate the role as a "dependent healthcare professional" and "dependent medical practitioner" who provides services under physician supervision and delegation agreements.

Establishes legislative intent that this act makes only technical, not substantive, changes and shall not repeal other acts from the Ninety-Fourth General Assembly regular session.
