Amends Arkansas Code § 5-18-103(a) to clarify trafficking of persons offenses by changing "knowing" to "when he or she knows or should know" for involuntary servitude violations and specifying that persons who benefit from trafficking ventures must know or should know the venture involves prohibited conduct.

Increases fines for human trafficking offenses from $250 to between $5,000 and $15,000 for violations involving sexual activity under §§ 5-18-103(d), 5-18-104(c), 5-18-106(c), and 5-18-107(f).

Establishes mandatory fine ranges for prostitution-related offenses: $250-$1,000 for Class B misdemeanor prostitution, $250-$2,500 for Class A misdemeanor prostitution, and $1,000-$2,500 for solicitation of sex and promoting prostitution offenses.

Directs 50% of all collected fines to the Safe Harbor Fund for Sexually Exploited Children and 50% to the Human Trafficking Victim Support Fund for grants to nonprofits providing services to trafficking victims and training for law enforcement.

Clarifies that the Human Trafficking Victim Support Fund shall be administered by the Attorney General to provide residential housing, health services, social services, and human trafficking training and education.
