AR HB1461

Adds Arkansas Code 7-1-115 requiring the General Assembly to be informed of new federal election guidance and to research its interaction with state law.

Defines "new federal election guidance" as any federal directive, guidance, or communication pertaining to elections, including time and manner suggestions, potential federal law violations, and guidance from the Department of Justice or other federal executive agencies.

Requires all state and county election officials to submit new federal election guidance to the Secretary of State within 2 business days of receipt.

Designates the Secretary of State as custodian of all new federal election guidance and requires preparation of an annual report to the Joint Performance Review Committee by September 1 of each year.

Requires the Secretary of State to compile federal election guidance from county boards of election commissioners, county election officials, the State Board of Election Commissioners, and Secretary of State employees, including guidance transmitted by phone, electronic means, mail, or in-person contact.
