AR HB1462

Establishes certification process for unaccompanied homeless youth ages 16-22 not in physical custody of a parent or guardian, including those who ran away, were forced to leave home, or were left behind by parents.

Authorizes school district liaisons, emergency shelter directors, runaway/homeless youth program directors, and continuum of care lead agencies to certify eligible unaccompanied homeless youth using a standardized form developed by the Department of Human Services.

Waives fees for certified unaccompanied homeless youth and youth in foster care for identification cards, driver's licenses, driver education, birth certificates, and college transcripts (if not in financial debt to institution).

Requires the Department of Human Services to develop a standardized certification form that includes the youth's qualifying circumstances, certification date, and certifying official's name, title, and signature.
