Amends Arkansas Code § 6-17-402(c)(2)(A)(i) to allow secondary-level teachers, elementary general education teachers, and administrators applying for additional licenses to meet licensure requirements approved by the State Board of Education instead of taking a specific test.

Adds new provision allowing persons to apply for an Additional Licensure Plan to add an area of endorsement after meeting requirements for a standard license or provisional license.

Amends Arkansas Code § 6-17-409(d)(1) to clarify that provisional teaching licenses issued to alternative educator preparation program applicants are governed by State Board of Education rules for provisional licensure.

Amends Arkansas Code § 6-17-409(h) to establish that a provisional license issued under the alternative educator preparation program is equivalent to a standard license for purposes of applying for a Driver's Education Licensure Endorsement through the Additional Licensure Plan.
