Changes the appeal filing deadline from "issues" to "transmits" a final order, clarifying when the 40-day appeal period begins for parties to file a notice of appeal or motion for reconsideration with the Arkansas State Claims Commission.

Establishes a 20-day deadline for filing a notice of appeal to the General Assembly after a motion for reconsideration is denied, if the reconsideration constitutes a final order.

Prohibits the commission from accepting or transmitting untimely notices of appeal to the General Assembly and requires the commission to notify all parties when an appeal is filed outside the permitted time period.

Terminates the commission's jurisdiction over a claim or action once a timely notice of appeal is filed with the General Assembly, limiting the commission to ordinary ministerial duties unless ordered otherwise by the General Assembly.

Allows the commission to regain jurisdiction if the General Assembly remands the claim or action for further proceedings or to notify the claimant of the appeal outcome.
