Amends Arkansas Code § 23-46-212(a) to authorize the Bank Commissioner to declare a state of emergency in another state if limited to an affected branch office of an Arkansas state-chartered bank and prior notice is given to the relevant state banking regulatory authority.

Modifies Arkansas Code § 23-48-103 to allow banks to temporarily close a branch office for up to 3 consecutive business days due to events beyond their control, with written permission from the Bank Commissioner.

Permits the Bank Commissioner to extend a temporary branch closure for an additional 2 business days if the bank submits a written request demonstrating necessity for a longer closure period.

Defines "business day" as Monday through Saturday, excluding state or federal holidays.
