AR HB1496

Amends Arkansas Code § 5-13-209 to redefine abuse of an athletic contest official as occurring immediately prior to, during, or immediately following interscholastic, intercollegiate, or any other organized amateur or professional athletic contest.

Creates four distinct categories of abuse: (1) purposely causing serious physical injury, (2) purposely causing physical injury that results in serious physical injury, (3) purposely causing physical injury, and (4) purposely creating apprehension of imminent physical injury.

Establishes tiered criminal penalties: Class B felony for causing serious physical injury with purpose to cause serious injury; Class C felony for causing serious physical injury with purpose to cause physical injury; Class A misdemeanor with minimum $2,500 fine for causing physical injury; and Class A misdemeanor for creating apprehension of imminent physical injury.

Removes the previous general language requiring "purpose of causing physical injury" and replaces it with specific intent requirements tied to the degree of injury caused.
