Arkansas Economic Development Commission shall conduct or hire a third party to conduct a feasibility study on developing a spaceport in Arkansas.

Feasibility study must assess spaceport recommendations from the Arkansas Council on Future Mobility's December 2022 report, potential market demand, proposed locations, and interest in developing a spaceport.

Study must evaluate organization and technological requirements including operational qualifications, special technology and equipment, workforce needs, and necessary aerospace industry investments.

Study must include financial and economic analysis covering startup and operating costs, revenue projections, possible funding sources, and potential economic impact on the state.

Commission must complete the feasibility study by January 1, 2024, if funding is available, and submit a report with recommendations to the Governor, Arkansas Department of Transportation, and Legislative Council.
