Creates new offense of sexual solicitation of a minor under Arkansas Code § 5-70-107, making it illegal to offer, agree to pay, or pay for sexual activity with a minor, or to solicit payment for such activity.

Classifies sexual solicitation of a minor as a Class B felony with mandatory fines ranging from $5,000 to $15,000 for those convicted of offering, agreeing to pay, or paying fees for sexual activity.

Directs fine revenue from sexual solicitation convictions to be split equally between the Safe Harbor Fund for Sexually Exploited Children (50%) and the Human Trafficking Victim Support Fund (50%).

Amends the Safe Harbor Fund and Human Trafficking Victim Support Fund definitions to include victims of sexual solicitation under the new § 5-70-107 offense.

Establishes an affirmative defense that the actor in good faith reasonably believed the minor was 18 years or older, and specifies that minor consent is not a valid defense.
