Amends Arkansas Code § 6-13-1603(a)(3) to create exemptions from administrative consolidation for school districts on the state consolidation list.

Prevents administrative consolidation if a school district is classified as needing Level 5 — Intensive support under § 6-15-2913 and § 6-15-2915 AND students would have to ride a bus more than 40 miles to reach a receiving district.

Requires the State Board of Education to assume authority of a qualifying exempt district, prevent closure of public schools or facilities within it, and permanently remove the superintendent and assistant superintendent if applicable.

Allows the State Board to proceed with administrative consolidation if at least one of the two exemption conditions ceases to exist.

Declares an emergency effective upon gubernatorial approval, expiration of veto period, or veto override, as the bill addresses immediate consolidation timelines.
