Appropriates $4,000,000 from the Higher Education Grants Fund Account to the Department of Education - Division of Higher Education for the fiscal year ending June 30, 2024.

Funds designated for scholarships to Historically Black Colleges and Universities and for personal services and operating expenses related to outreach programs promoting awareness of those scholarships.

Requires strict compliance with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and other fiscal control laws in fund disbursement.

Establishes that funds must be used in accordance with Agency Requests, Executive Recommendations, and Legislative Recommendations documented in budget manuals and official legislative minutes.

Declares an emergency effective July 1, 2023, citing the constitutional prohibition on multi-year appropriations and the essential need for agency operations.
