Removes the 30-day advance application requirement for absentee ballots from qualified electors outside the United States, allowing ballot applications on election day instead.

Requires absentee ballots from overseas voters to be signed, postmarked, and mailed no later than election day and received by the county clerk no later than 5:00 p.m. ten calendar days after the election.

Removes the "dated" requirement from the original language, keeping only "signed, postmarked, and mailed" as mandatory ballot execution elements.

Extends the deadline for counting armed services personnel absentee ballots to 5:00 p.m. ten calendar days after the election, provided ballots were executed by election day.
