Creates the Election Integrity Unit within the Attorney General's Office to investigate election crimes and aid the Secretary of State and State Board of Election Commissioners in election security matters.

Establishes the Arkansas Election Integrity Database to track all alleged violations, complaints, and investigations, with secure access provided to the Secretary of State and State Board of Election Commissioners.

Requires the Attorney General to establish and operate a toll-free hotline for receiving complaints about election law violations, with knowingly filing false claims designated as a Class A misdemeanor.

Authorizes the Attorney General to bring civil actions against persons or entities engaging in unlawful election practices, including obtaining declaratory judgments, injunctions, and recovering civil penalties of at least $1,000 per violation plus investigative costs and attorney's fees.

Repeals existing election law violation hotline procedures in Arkansas Code § 25-16-717 and consolidates all election integrity complaint procedures under the new Election Integrity Unit framework.
