Establishes electronic voter registration system allowing citizens to register and update voter information online through a secure system maintained by the Secretary of State.

Requires electronic voter registration applicants to provide a valid driver's license number or last four digits of Social Security number, with applications due 30 days before election.

Mandates Secretary of State transmit all mail and electronic voter registration applications to permanent registrars within 10 days of receipt (5 days if received within 5 days of registration deadline).

First-time voters registering by mail or electronic form without prior driver's license or Social Security number on file must submit photo identification or government document showing name and address either with registration or when voting.

Takes effect January 1, 2024, with Secretary of State authorized to promulgate rules under Arkansas Administrative Procedure Act; emergency rules within 180 days of federal election require General Assembly or Legislative Council approval.
