Amends Arkansas Code § 6-81-1803(a) to clarify the composition of the Osteopathic Rural Medical Practice Student Loan and Scholarship Board remains at six (6) members.

Specifies that the Governor appoints one member after consultation with each medical school in Arkansas that is not the University of Arkansas for Medical Sciences.

Requires the Governor to appoint one member after consultation with the Arkansas Osteopathic Medical Association, who shall serve as vice chair.

Mandates the Governor appoint two (2) physician members after consultation with the Arkansas Osteopathic Medical Association, with preference given to physicians who have received osteopathic rural medical practice loans, community match loans, or income incentives.

Establishes that the Governor appoints two (2) representatives after consultation with the Arkansas Hospital Association, Inc.; board members serve three (3) year terms with a maximum of two (2) consecutive terms and receive no compensation.
