Recognizes organizations holding Section 14(c) certificates issued under the Fair Labor Standards Act of 1938 as legal employers of individuals with disabilities in Arkansas.

Defines a "Section 14(c) certificate" as a special certificate issued under the Fair Labor Standards Act of 1938, 29 U.S.C. § 201 et seq., as existing on January 1, 2023.

Provides state protection for organizations holding Section 14(c) certificates as long as the certificate remains issued by the United States Department of Labor.

Establishes legislative findings that these organizations provide needed services for individuals with disabilities and that their continued operation is important to communities throughout the state.

Adds a new section (20-14-311) to Arkansas Code Title 20, Chapter 14, Subchapter 3 to codify these protections.
