AR HB1563

Adds a definition of "cargo" to Arkansas Code § 27-50-1202, specifying goods transported by motor carriers including pallets, containers, bracing, air pillows, tie-down assemblies, cradles, chocks, and dunnage or packaging.

Amends Arkansas Code § 27-50-1208(a) to prohibit towing and storage firms from extending possessory liens to personal documents, medications, child-restraint seating, wallets/purses, prescription eyeglasses, prosthetics, cell phones, photographs, books, and cargo.

Requires towing and storage firms to release these exempted items without charge to the vehicle owner or operator or their authorized representative.

Declares an emergency due to current law allowing possessory liens on cargo transported by commercial motor carriers, which causes undue hardship to owners, shippers, brokers, and carriers and exacerbates supply chain issues.

Effective immediately upon Governor approval, gubernatorial inaction, or veto override.
