Prohibits municipalities, counties, special districts, and political subdivisions from adopting laws or ordinances that ban the siting, development, or redevelopment of underground gas storage facilities, fuel retailers, or related transportation infrastructure within their jurisdictional boundaries

Prohibits local jurisdictions from adopting regulations that result in de facto prohibition of fuel retailers or related transportation infrastructure throughout their entire jurisdictional area

Prohibits requiring fuel retailers to install or invest in particular fueling infrastructure types, including electric vehicle charging stations

Allows local jurisdictions to adopt zoning and land use regulations relating to fuel retailers and related infrastructure if such regulations do not result in an outright prohibition within zoning areas where the infrastructure is consistent with allowable uses
