Amends the definition of "routine maintenance" to exclude electric vehicle and hybrid vehicle propulsion batteries from coverage requirements, while maintaining coverage for tires, fluids, filters, belts, windshield wipers, and brake pads.

Requires manufacturers and distributors to compensate motor vehicle dealers for assistance provided to customers when vehicles undergo over-the-air or remote changes, repairs, or updates to any part, system, accessory, or function.

Mandates manufacturers and distributors provide written disclosure to dealers listing all vehicle accessories or functions that may be initiated, updated, changed, or maintained remotely, including associated charges to buyers at time of sale.

Requires equitable motor vehicle allocation processes among dealers based on allocated inventory, with written disclosure of allocation systems upon dealer request.

Allows motor vehicle dealers the option to purchase rather than lease factory-required facility improvements, excluding items bearing manufacturer trademarks or commercial symbols.
