Amends notice requirements for towing and storage companies by allowing notices to be posted on the Arkansas Towing and Recovery Board's website in addition to or instead of newspaper publication in certain circumstances.

Modifies notification procedures for nonconsensual towing of implements or machinery when owner information is unavailable, requiring notice by both newspaper publication and website posting.

Changes possessory lien notice requirements to allow a single newspaper publication in the county where the vehicle was found, combined with website posting, when vehicle registration data is unavailable.

Requires towing businesses using the Board's website to post notices to be licensed by the board and pay a reasonable fee per notice, with the fee amount to be determined by the board.

Repeals Arkansas Code § 27-50-1209(e)(3) regarding public notification manner before unclaimed vehicle sales while maintaining the existing requirement for notice of sale by publication.
