HB 1586 Summary

• Amends Arkansas Code §§ 12-63-404 through 12-63-410 to update terminology from "canteen" to "military-type canteens and exchanges" throughout military property regulations.

• Prohibits military-type canteens and exchanges from selling automobiles, household appliances, furniture, building products, motorcycles, and bicycles, but allows contracting with automobile rental agencies for leased or rented vehicles for service members and temporary residents.

• Authorizes the Adjutant General to enter contracts with military-focused nonprofits and other entities for canteen and exchange operations, rather than directly hiring and compensating employees.

• Requires external annual audits by certified public accountants for Camp Joseph T. Robinson and Fort Chaffee canteens and exchanges, with audit copies submitted to Arkansas Legislative Audit within 10 days of receipt.

• Allows the Adjutant General to operate canteens and exchanges in accordance with federal Department of the Army, Air Force, and National Guard Bureau regulations, with authority to terminate state operations if the Army and Air Force Exchange Service establishes post exchanges at military installations.
