Creates the "Arkansas Fourth Amendment Protection Act" as a new subchapter in Arkansas Code Title 25, Chapter 1

Prohibits state entities from assisting federal agencies in collecting or using individuals' electronic data or metadata unless the individual provides informed consent or a warrant based on probable cause is obtained

Defines "electronic data" to include content, sender, recipient, format, location, time/date, and identity information related to electronic communications

Defines "metadata" as information describing the history, tracking, and management of electronic documents, including how and when data were collected, created, accessed, or modified

Applies restrictions to all state government instrumentalities including boards, commissions, departments, agencies, bureaus, and divisions
