Changes political action committee registration from requiring annual renewal by January 15 to remaining active unless the committee requests termination or ceases to exist

Requires political action committees to indicate on their fourth quarter quarterly report whether they intend to terminate registration for the next calendar year

For committees filing in paper form, requires submission of next year's registration form at the same time as the fourth quarter quarterly report, or the report will not be accepted

For electronic filing, requires committees intending to renew or terminate registration to complete that action before submitting the fourth quarter quarterly report

Authorizes the Secretary of State to automatically terminate a political action committee's registration due to inactivity if it fails to file any quarterly reports for two consecutive years
