Permits the local board of a community college district to establish additional zones within 60 days after a successful election to reconstitute an existing community college district, subject to majority vote approval.

Requires any additional zones to be substantially equal in population to existing local community college board zones.

Mandates that the local board notify county boards of election commissioners in affected counties and requires elections for candidates from additional zones to be held at the next general election.

Amends voting rights requirements for community college board elections to clarify zone-based election procedures and candidate residency qualifications.

Changes exemption threshold for zone division requirements from 10% to 20% minority population, exempting community college districts that cannot create a voting zone with 20% or greater population in any single racial minority group.
