Creates a 14-member Heart Attack Task Force appointed by the Secretary of the Department of Health, with representatives from national organizations including the American Heart Association, Arkansas Hospital Association, American College of Cardiology, emergency medical services, medical insurance industry, and other healthcare stakeholders.

Members serve three-year staggered terms, with a chair elected annually by task force members; a majority constitutes a quorum for conducting business.

Task force shall make recommendations to the State Board of Health and develop standards and policies addressing public awareness, professional development for emergency medical services and hospital personnel, heart attack treatment centers, and a state heart attack registry.

Authorizes task force to pursue both public and private funding to support its mission of reducing heart attack mortality rates in Arkansas.

Allows reduction in total membership if a represented national organization no longer maintains a local chapter in Arkansas.
