Amends Arkansas Code § 26-51-1008(a) to add Chicot County to the list of eligible areas for surface water conversion income tax credits under the Water Resource Conservation and Development Incentives Act.

Allows approved applicants in Chicot County to claim an income tax credit for reducing groundwater use by substituting surface water for industrial, commercial, agricultural, or recreational purposes.

Expands eligibility criteria to include projects in Chicot County alongside existing eligible areas: critical groundwater areas and counties contiguous to counties with critical groundwater areas.

Effective for tax years beginning on or after January 1, 2023.
