Amends Arkansas Code § 6-10-122(a) to require the State Board of Education to promulgate rules mandating automated external defibrillators (AEDs) at each school-sponsored sporting event for grades 7-12, in addition to existing campus requirements.

Creates new Arkansas Code § 6-60-119 requiring the Arkansas Higher Education Coordinating Board to develop rules mandating AEDs at appropriate locations across each institution of higher education campus and at all institution-sponsored sporting events.

Requires appropriate personnel at both K-12 schools and higher education institutions to receive ongoing training on AED use and cardiopulmonary resuscitation based on American Heart Association or American Red Cross guidelines as of January 1, 2023.

Mandates that higher education training rules include healthcare provider oversight, psychomotor skills testing, coordination with emergency medical services, and an ongoing quality improvement program to monitor training and evaluate AED usage.

Allows AED and cardiopulmonary resuscitation training to count fully toward existing professional development requirements for school and university personnel.
