Creates a new Class A misdemeanor offense of "offensive relations with a child" in Arkansas Code § 5-27-208 when a person 21 years or older knowingly places their open mouth on the mouth of a child 13 years of age or younger with the purpose to entice or induce sexual intercourse, deviate sexual activity, or sexual contact.

Establishes that it is not a defense to prosecution that the actor did not know the child's age or believed the child was 14 years of age or older.

Declares an emergency due to the vulnerability of children 13 years of age or younger and the need to protect them from sexual predators and public safety risks.

Bill takes effect immediately upon gubernatorial approval, expiration of the veto period without action, or override of a gubernatorial veto.
