Amends Arkansas Code § 16-23-102 to add circuit court judges and district court judges to county law library boards, in addition to existing attorney members.

Requires appointment of one circuit court judge and one district court judge to each county law library board by the county court, with two-year terms beginning January 1 following general elections.

Maintains existing board structure for attorney members (3-5 persons) and allows non-attorney residents to serve in counties with fewer than three practicing attorneys.

Specifies that initial judicial appointments must be made within 30 days of the act's effective date and expire January 1 following the next general election.
