Creates the Fair Reimbursement and Assisted Living Cost Reporting Act of 2023 under Arkansas Code Title 20, Chapter 10, Subchapter 1.

Requires the Department of Human Services to submit annual reports to the House Committee on Public Health, Welfare, and Labor; the Senate Committee on Public Health, Welfare, and Labor; and Legislative Council.

Reports must include aggregate cost data from assisted living providers, number of Medicaid and private pay beds by county, total state bed availability, cost per bed, rural versus urban cost comparisons, and three-year access availability trends by county or region.

Mandates the department consider reported data when making amendments, alterations, rule changes, or reimbursement rate adjustments affecting the Living Choices waiver.

Requires the department to report differences between cost study data and waiver reimbursement rates, including potential causes of those differences.
