House Committee on Education and Senate Committee on Education shall jointly conduct the Arkansas Legislative Study on High School Student-Athlete Publicity Rights, with the first meeting called within 60 days of the bill's effective date.

The study shall assess the need for and feasibility of amending Arkansas law to create a program allowing high school student-athletes to enter into contracts and receive compensation for their publicity rights.

The committees shall evaluate best practices from other states, feasibility of paying student-athletes, program governance structure, eligibility requirements, and possible impacts on student-athletes, schools, and school districts.

A final written report including findings, recommendations, and proposed legislation must be filed with the Legislative Council on or before October 31, 2024.

The study shall be considered complete upon filing of the final report with the Legislative Council.
