Amends Arkansas Code § 24-4-520(b)(1)(A)(ii) to allow essential seasonal staff members to return to temporary employment without triggering reemployment restrictions under the Arkansas Public Employees' Retirement System.

Amends Arkansas Code § 24-4-804(c)(2)(A) to create exceptions for essential seasonal staff members employed by the Arkansas Forestry Commission, Arkansas Livestock and Poultry Commission, and State Plant Board who participate in the Deferred Retirement Option Plan.

Adds exception for essential seasonal staff members employed by the Department of Agriculture on or after July 1, 2019, who participate in the Deferred Retirement Option Plan to be eligible for reemployment after satisfying separation requirements.

Allows these essential seasonal staff members to return to service with their respective agencies while maintaining their retirement system participation status.
